The PA Department of Human Services (DHS) administers Medicaid EVV through Sandata in a closed-model implementation. The Office of Long-Term Living (OLTL) handles HCBS waiver programs (Community HealthChoices, OBRA, Independence), all of which flow through Sandata EVV.
