PA EVV overview

The PA Department of Human Services (DHS) administers Medicaid EVV through Sandata in a closed-model implementation. The Office of Long-Term Living (OLTL) handles HCBS waiver programs (Community HealthChoices, OBRA, Independence), all of which flow through Sandata EVV.

OLTL waiver coverage

PA OLTL administers three main HCBS waiver programs: Community HealthChoices (CHC) for dual-eligibles, OBRA for older adults with physical disabilities, and Independence for younger adults with physical disabilities. All three require Sandata EVV for personal-care visits.
