CalEVV overview

CalEVV is California's aggregator-model EVV system administered by the Department of Health Care Services (DHCS). It is built on the HHAeXchange platform. California chose the open-with-aggregator model: providers may use any vendor that exports the 7 CMS-required data elements, and the data flows into the HHAeXchange-powered CalEVV aggregator for state visibility.

CalEVV went live in phases starting 2021, with full compliance enforcement progressively tightening through 2026. By 2026, providers with EVV usage rates below the state-set threshold (typically 90%+) face claim hold-back and payment delays.
